For eligibility guideline information regarding a Level 1 Learner's Permit, Class D License, Drivers Education Learner's Permit, or an out-of-state license transfer, view the corresponding page below.
A
Level 1 Learner's Permit
is issued to applicants 16 years of age up to 18 years who:
Completed an approved Driver Education Training Course
Passed a written and road test given by a driver education instructor
Been certified by a driver education instructor as qualified for licensing (blue certificate)
Have a sponsor to sign the application
A
Class D License
is issued to applicants 17 years of age and over who:
Are credited with 12 months of Level 1 Learner's Permit valid driving authority and
Have a sponsor to sign the application if under the age of 18
A
Driver Education Learner's Permit
is issued to applicants who have reached 16 years of age and have a:
Driver education instructor's recommendation (white certificate)
Sponsor to sign the application
